My dear Colonel

This has for its object the introduction, to your favourable notice of Lieut. W. Caine, lately exchanged from the 17th to the 14th Foot. During the time I have commanded the Regiment, I have found him a most intelligent, and zealous officer. He has been in the Light Company for three years, and has always proved an active & meritorious officer: indeed he has generally commanded the Company and finding him so useful in that charge, I have not taken his command away from him, when his tour came to command a Battery Company, but left him as his right, the command of the Right Centre and the general management of his own Company, the Captain of which being sick (and of course drew the command allowance). Consequently all the labour and responsibility fell therefore to Lieutenant Caine and I think he merits it. I have never had the honour of being on Service with the 17th, but the old officers tell me that Caine, as a Volunteer in the Nipal War, at the attack at Jutghur on the 30th of January 1816, distinguished himself, by bringing off all the...
